CPA Networks without Age requirement?

I was wondering if their are any CPA Networks that don't require a specific age to join. I'm trying to help my younger brother start saving up for college, but he is 16. We both have tried ClickBank, and no success their once so ever. So if their are any networks that you know of that don't require a certain age. Can you please let me know? Thank you!

I think all of them requires you to fill out tax form and even some networks like Peerfly ask for your ID card. I don't think any such network exists.
