Looking for some advise on what CPA networks would be best for a ecommerce website. Not looking to become an affiliate but an advertiser. Currently running the site on Magento community edition

Better of using google and Fb retargeting

why would it be better to run with google and FB retargeting if cpa networks only charge you when a sale happens?
