None of them really do, you just need to show that you are capable of creating a landing page, since direct linking is a no no. So if you can't quickly throw a simple page together to get accepted into a cpa network, you are starting from a wrong end imo.

I guess you are just starting out, so I would just recommend go to youtube and watch videos like "how to build landing page for beginners".

With HTML in a notepad
First of all, if you are serious you really need to get hosting and a decent domain.
If you haven't got the money then save until you have. Even if you just get a .com from GoDaddy for $0.99 and host it on 000 we host for a bit and install wordpress.
Save up and get yourself into @Festinger vault for a month and download thrive content builder and add it to wordpress.
Study some YouTube videos, search for websites in your niche and copy model your own pages off some you like the look of using the content builder.
Make 5 to 10 posts on your site so you have at least something to show the networks that you are willing to put in the effort.
Then apply with your new website. You could have this set up in about 5 hours and be accepted into a few by Monday.
