CPA network that accept Blackhat traffic and 2nd/3th tier traffic

Believe this might be useful to those who are involve with blackhat traffic sources and those who are primary targeting 2nd to third tier traffic.

I have just made a cashout ($x,xxx) from http://cpaxl.com using whatsapp/ instagram spamming for pin submit offers. So far I have no problem with that network for blackhat traffic and I am primary targeting traffic from India and other Asia countries.
