CPA network - is affiliate driving traffic with legitimate methods? How to know?

One member in our discussion group asked this, we are not working with CPA so cannot really help him. Anyone knows the answers?

How do CPA networks know which affiliate is driving traffic using legitimate methods and who isn't?
How do CPA networks generate affiliate links for registered affiliates?

Any answers would be helpful.
 
Well to answer your first question the networks can see whose traffic is actually converting which is normally a clear indicator of traffic quality...
 
1- Tracking, they can see from where your traffic comes, ref URLs, devices, IP's ...etc , that way they know what landing page you are using & where you posted them, so they could stop you if you're violating their terms, they also have databases of known fraudulent traffic sources & ips, so they don't need to review your links manually & they got notified & they'll block you.
2- With their tracking software, there are Well known tracking software that CPA Networks uses like : CAKE, HasOffers ... etc , they automate the whole process of generating links, providing stats, managing publishers ... etc
