CPA as Advertiser

I have 4 years experience in the CPA world as publisher. I don't know exactly why the process to be an CPA advertiser it's so slow in the 99% of the times. I tried sending multiple emails to 10 networks, just a few answered, but it's too slow, it's like frustrating. Anyone have experience on it? Anyone knows any good CPA network to be an advertiser?

Adworkmedia, maxbounty, Clickdealer and many others. Thing is your offer/product really have to be that good so the network accept you as advertiser.
