You should not use any copied content,google won't index copied content.Always try to use a fresh content.

Stealing their content will eventually get you sued for it. Why not do it right and write something good and unique.

I think he was refering to the archive content. Meaning if the old content is not indexed (not found on G search) then its 'clean' as in good to re use
