Hi guys! I want buy some PVA USA accounts to put EU content and target EU people. This is a problem? I can use an account created in a coutry to target people of another country?

You can target anyone, there is no restriction based on your account country or ip.
 
This shouldn't be a problem if you respect GDPR guidelines.
What PVA account are you talking about? Youtube?Facebook?Reddit?

I think he's talking about instagram since we are in instagram subforum.
 
PVA accounts are not good. You'll be locked out and asked for the phone number again if Instagram sees any unusual activity. Since the phone you used was probably disposable, you've now been locked out of your account.
