I have an idea for a content locker site. Basically, what I want to do is blackhat; I want to have them think they are going to have access to something when they fill out the surveys on my content locker, when in reality they will just be redirected to a 404'd website at completion.

Now that you have the gist of what I'm doing, couple of questions:
#1) What networks will allow this sort of thing that a noob could realistically get into quickly/easily having little IM experience?
#2) Are surveys the best thing to push in this scenario? If not, what?
#3) In this scenario, would content locker pro be worth the money, or is it pretty pointless and I should go with an aff content locker?

Most content locking networks don't accept a fake incentive, you should discuss it with an affiliate manager and close an under the table deal or something like that. I wouldn't really recommend to go with this strategy; the power of a negative image is so easily adapted and spread around by users these days that your website wouldn't last longer than a month. If you offer a reward in return for the user's work (the survey) they will also promote your website saying that it actually works, and this is by far the best promotion any IMer can get.

I get that it's shady, but this is a blackhat forum, no? I understand that most affiliates don't accept this sort of thing, but I am looking for ones that are ok with it. How is negative image a factor when the internet makes you faceless? I'm not looking for any word of mouth promotion or anything like that, I will drive the traffic and they will complete the surveys because they want what I'm offering. If people start to say, fake/doesn't work/etc., I just move to the next place to drive traffic to the site.

I think he is trying to tell you that it would be the same amount of effort to just give people what they want and you will be successful. I mean think of the hassle of moving onto the next website when the prior one gets tainted and avoided like the plague. I don't know, just my two cents.

Believe me, I would give them what they want if I had anything people want. lol I think that's the whole point and strategy of this. I can make up a variety of different things that it will(or could) be and it can be the hottest thing out at the time and therefore people will fill them out like wildfire to get it. I just basically need to know of an affiliate that's cool with this sort of thing.
