Ever since I overtook a certain person on the SERPs for position 1 who has been there for a long time I am experiencing insane brute force attacks on the site, he's unable to actually get in because my usernames aren't default and the passwords are VERY strong, as well as locking out after 2 attempts and moving the login page... Negative SEO should be illegal, it's no different than walking into a family owned business and setting it on fire, smashing up all the stock. Won't be able to pay the bills now...

If you're 100% positive it's him, redirect it to his site. All the spam will hit him and he'll be fucked. But that's assuming you're 100% positive, and there's no way to really know with these things.

I hope Matt Cutts reads this. It's a complete joke. They've got junior programmers at Google who make $400K per year and they have to resort to letting negative SEOers do what they like. Google's Disavow tool is useless too, I'm still ranking for terms which were put in the anchor text in a few negative SEO attacks which happened to me. Google you are inept.

Contacting Goog is a complete waste of time. Also complaining is wasting time too. Send some cheap fiverr blogrolls his way for his kind gesture and 301 your site to a new site.
If your relying on SEO then prepare to play the seo game and don't complain. Become a big brand and then your site should become neg seo resistant, otherwise churn and burn for you, regardless what YOU classify your site as.
PPC has also been suggested as a workaround, but I would suggest going social for some big traffic if possible.

Bottom line: You left yourself exposed- either adapt or be ready to get paved over. SEO is a brutal world and the sooner you realize it is a short term strategy the sooner you can make changes and become much stronger.

I think the OP may be over reacting, at least in the attempts to access the admin page of his blog. I see in the neighborhood of 50 - 100 attempts to access the admin page of blogs I run. Most of these attempts are coming from the Ukraine and France. Simply blacklist the IP and be done with it.

Can't say much about the unatural links warning.

Document your case with screenshots and direct message in twitter to influential bloggers/Matt etc. You may have a decent chance for manual review if it gains traction. It can be a good link-bait too. Good luck!
