competitor is outranking me with low quality backlinks

I am very new to SEO and so is my website(~10 months). I am trying to rank for a keyword and was on the 15-20 place according to search console but dropped to 30-50 places after buying some pbn links. I just checked the backlinks of my competitor who is on the 1st place with the free moz tool and all his backlinks(according to moz) are coming from tumblr. His PA(31) is way higher than mine(8) and so is his DA(48) mine is 11. Also the page about this keyword is about one year older than mine.
Now I am wondering why I can not beat him. Is this because MOZ can not find all backlinks linking to his page? Because when I check my page MOZ tells me there are 0 backlinks while search console tells me something else from 3 different sources.
What is the best (free) way to find the backlinks of your competitor?

You can try Moz free trial, then use Moz pro link explore
more options is, ahrefs free backlinks checker or ubersuggest

they give out even less backlinks. does it mean that I just have to upload a whole bunch of images with a link in the description to tumbler to outrank my competitor?

how long since you bought those pbn links?
 
Google is all kinds of messed up right now. One of my sites that has the best of the best links in the industry is getting outranked by chump change noobs and sites with shady redirects. There's not much you can do about it really. Also, ignore all the posts that say "build more backlinks". If backlinks were the issue, you would already be ranking at the top.
 
You might have to let your page age and gain some authority. I have one site, that has been doing well over the past 6 months, it went from page 8+ to 4+ with the help of some SEO packages, but now it is reaching into 2+ as its just over a year old content, I haven't built links to it in a while, but every few days, a keyword i'm tracking for the site, reaches new highs.

How much does the DOMAIN RATING mean in this system? I mean, one domain has rating 19 and the other has 73 - is this how many good links the website has, linking to the particular website?
 
There probably is more to it, but your competitor is most likely using tiered Web 2.0 links which you're not going to beat with a few cheap PBNs. Also, if the links are indexed and/or are showing up on search console, that's all you need. Moz is just an external tool that shows it's own data.
 
Ahrefs mate, moz backlink checker is not so good.
And do you know that he don't have PBN's?
 
You can take a look there by using Ahrefs.

Also, analyze their website: Does it have a good performance? It is user friendly? How about the content: It is helpful and well structured? What about the content size: It is over 1k-2k-3k words per article? Images, videos placed there? Social media: How many social media accounts are there? How often they update the SM content?
 
Use ahrefs if you want to check baclinks, moz is limited in info
 
As the others have already pointed out, Moz isn’t perfect. In fact, its backlink checker can get a bit iffy because it’s basically showing you its own data. For the best and most reliable results, you should always use multiple tools. Ahrefs and SEMrush come to mind.

How old is the site?
 
How much did you pay the PBN backlinks? If you went for a cheap solution, it's understandable that your rank dropped. Quality over quantity, always. Also, when did you order those PBNs? You gotta give them some time
