Hi All my first real post beside the intro. I primarily came here to buy links, sorry guys selling links

I started looking around and as a blackhat "SEO" guy I found a lot of stuff to read, the kind of stuff where I was like yeah I knew that works when 90% of the internet says it doesn't because they are all repeating the same rubbish they read in another article and nobody ever tested even though it been a decade since that was valid.
My stance on Google is that it is the law, for now, but you can't expect to do anything more than anybody else if you are following the same rules as everybody else. So I've always been taking "calculated risks" on Google.
Anyway, with that story out the way, we've always seen google loves directories like pro compare Upwork and bark. You know, the types of websites that have service city copies of pages. I think abroad places like yelp do it.
Like painters in East London. Painters in wherever etc those pages seem to help them to rank, I think its a relevant internal linking thing. and then also they have of course a top ten painters in whatever city.
A while back and please bear in mind I'm no SEO expert we experimented with a couple of sites and added fake top tens in a slider or read the more, very amateurish thing to do I know. Definitely helped with the ranking and this worked for a while. Then after a while we as the competition become more fierce we started to copy the internal pages so
Service a main
--service a in city a,
--service a in city b,
Service b main
-- service b in city a
--service b in city b etc etc
Though we really were only interested in city A, also worked quite well.
There are a lot of guys doing this now, and the ones we see are obviously still above us despite having a poor to average backlink profile, I just wonder what's making the difference, we really do try to write good content despite the fact that we do these other two things yet still we struggle against pages that seem to have no reason to be up there. And yet there must be a reason there must be something im are missing. I know it's hard to give any advice without any data. I'm a little weary of sharing anything like that here.
Any comments on this regardless? Is there anybody else who has another strategy for dealing with these middlemen? You can also tell me if this is a trash move too...
Getting really frustrated with Google and want to do AdWords again but I'm really trying to hold of on that because the ROI has been ok but it was nothing like that of organic traffic and now that the SEO is taking more time more working things out its costs are going up and we are starting to wonder heck why not Google ads.
Sorry for my grammar if that offends anybody, not my first language, I think id still suck at it even if it was. I also have Grammarly. Lol
