Community Link Placement - Strategy and process?

Hi, I'm new to the forum and have recently gotten started in the online marketing world. Many thanks to this site for helping me learning the fundamentals! But I have recently come across a request that not sure how to tackle.

I have a client that wants me to do a link placement outreach, within forums/websites/quora(etc.) to generate traffic to their website. The business is targeting a few specific industries and the idea is I would sign up to different industry group websites/forums and post in the forums/comments with links back to the clients website. But doing so flying under the radar to not get deleted

Is there a good guide or introduction to best practices for this sort of thing? I know that forums are quick to delete posts that are advertisements and this type of strategy. Anyone have experience with this traffic generating method and could give me some guidance?

Eventually want to be able to scale this process and need help to start.
