My friend are selling clothes, his technique are ok, targeting audience like everyone else, the budget is not too small. But the results are so bad, what could be the problem here?
 
Maybe you tell your friend that he should test his content, products and domain first. Cuz if they're bad, your technique means nothing. After finish testing, then we talk about the technique (target, budget, time...)

FB, twitter ads you mean? IMHO You will need a lot of cash to see some results

Material
Cost
Size
Fitting
Design
Type of clothing

You are most likely to sell if you can make the person see someone else enjoying the clothes, creating the idea of it being highly valuable. Or creating a design that evokes a relatable/emotional response. Good luck.

He can use dropshipping. Instead of stocking clothes and deal with refunds etc. he can use the same money to advertising. Dropshipping company will deal with everything instead of you.
 
I have been selling clothes on Facebook for 5 years. There is a lot of competition in the industry. But my advice is that the age range of the selected product is wide and the photo of the product used in marketing is of high quality.
