Depends on the country you are in I would think. Would most likely be best to at least rewrite the content of the website you are looking to clone. If it is highly competitive and you get it ranked well I would bet that the webmasters will come after you however they can.

@redarrow why should be cloning a good idea to learn ? U have been talking about CSS, Logo, Html Skills for what if I go through command line "wget -r targeturl" I will have a exact copy of the site without any knowledge of these fields. The Only Thing I would need is PHP and Mysql to let the clone work. So how is it a great idea to learn something about design?
