Yes, but cloaking isn't something you either do or don't, it's an art. If you do it wrong, it doesn't work.

They have countermeasures that are constantly evolving. You gotta evolve with them.

Be creative and stay on top of your game. Watch the logs, watch the CTR and other stats for anomalies. If you detect something, investigate and fix.

i used justcloackit for a few days it is good, maybe unlucky for me someone reported my ads

cloaking still works for ads and SEO, however for ads its harder as you will also get reported by users and then your site gets manual checks.
thats why you also have to expect to get more ad accounts. for search engines its easier and your sites can last many years.

Data from two public cloaking networks using wpCloaker

Network 1: 1.2 - 1.5 million hits/day
Network 2: 450 - 550k hits/day

These are 7 day averages

In other words... cloaking is doing just fine.

Thanks for your input. I appreciate it a ton! I have a question tho, is there an article about how to do your own cloacking, and how to analysis logs, CTR and anomalies? I don't even know what they are fully, and how they must be analyzed?
