I recommend testing on your own to get best value out of these cloakers, here is the list of top 5 cloakers to get you started (they are NOT in specific order):

JustCloakIt, Fraudbuster, NoIpFraud, Traffic Armor


Do your own testing, it will take few months to test all of these cloakers, but it is worth it.


On more thing, none of these cloaker offers longest account lifespan on all ad networks. So one cloaker would be good for Facebook other would be good for AdWords likewise.

Cloaking can make you lots of money, no one can deny this fact. But there are lots of moving parts. It requires level of skills, knowledge and money to make it work.
