The best cloaker plugin depends on what you need, but I suggest Pretty Links, ThirstyAffiliates, and Easy Affiliate Links.

Only if the cloaker can detect residential proxies and/or more advanced tracking capabilities. Otherwise the manual reviewers are indistinguishable from your target audience.
