Only if the cloaker can detect residential proxies and/or more advanced tracking capabilities. Otherwise the manual reviewers are indistinguishable from your target audience.

Does anyone no how to set up a website for CC submits?
currebtky getting blocked by Facebook at the moment as I tried running direct. It would spend $20 ish then get blocked.
