Well that depends. Cloaking an affiliate link with bit.ly to make it look cleaner and have more accurate and real time stats is legit. Cloaking an online casino affiliate link so it can pass google/bing/fb/other 's pre ad reviews is very blackhat

Cloaking bing is not particularly difficult.

Just watch out for scam artists (aka practitioners of dark arts) who sell overpriced cloakers often billing their clients thousands of dollars.

That's not ad network cloaker. Please do not spread false information. It's used for link cloaking.

This guy is asking for "ad network cloaking".
