No offense OP, but why did you take the job if you don't know how to build the backlinks or how they'll effect the ranking?
There are many ways you can do it, but you didn't really give us enough information here. Do the links need to be relevant, do they need to be ********, is the niche you're targeting even large enough that this is possible?
BTW it's not easy. The most relevant PR4+ ******** links I got in a month was around 50, but my biggest problem was running out of niche related sites to get the links on because the niche I was targeting wasn't very large.

You could use a tool like GSA Search Engine Ranker, I'd just run it on a dedicated high speed server to get the job done fast. Buy a massive scrapebox list and load it into GSA then go to town! 
Otherwise, you can buy links or high PR blog posts. Your ability to perform the task is all budget relative.

Do you mean PR4+ sites or the links actually coming from PR4+ pages and is 400 the number of submissions or actual livelinks? 400 submissions to PR4+ sites is pretty straight forward and there are loads of tools out there which will do it. 400 live link PR4 pages every month though is quite a bit harder and you would need a pretty big budget for this. To give you an idea, it costs around $200 for a PR4 domain and then you have hosting costs on top and there are obviously a limit to the number of OBLs you can have on a page.

Why do you want a certain quantity of links? thats not how the game is played.

Did you mean actual page PR or domain PR? if domain PR, so it's not hard, there's a lot of sites with PR4+ where you can submit your link.
Effect of high PR links can be different. If your site didn't have some link portfolio before, your site may be penalized, but if you did normal link building, it SERPS can jump rocket to the 1st page. I always see different reaction, depends of competition, niche and keywords, but most of the time it's positive movement.

such links are actually not possible -- specially from a Page that has a PR 4 ... you can easily get links from domains that have high PR ... but the page from where you will get the link will actually be PR 0 ..

Stizerg, you're an exception. But 400 PR4+/month? That's a huge dollar amount if you're purchasing them. And I'm assuming that he needs 400 new links to add to the previous months 400.

I just checked, it looks like I can supply PR4 links for 1 year, 400 new links every month. And 12th month could cost up to $19000. However I'd find the way to reduce it to $18000.
That's a lot of money. At the end of the year the target domain could be PR8. Or deindexed.

Innofidelity I really would question your clients motives before jumping into a strategy like this. There was a time when bulk linkbuilding was the end-all strategy, but these days you're just asking for trouble - I see a lot of people in the comments above echoing that.
I've dealt with clients who read a couple SEO books and try to dilute my strategy down to "X Number of backlinks a month" but it really goes so far beyond that these days.
If I had been asked to build 400 backlinks a month by a client I'd sit them down and tell them:
A: Your paying for results from me - not backlinks - let me do my shit.
B: You'll be paying for using a strategy like this a few years down the road - most likely even sooner.
C: If you're not gonna budge I can't do business with you.

Thats exactly it.....You are the SEO professional....You tell the client how to do it not the other way round...400 links a month is fine but from 0-8 in a natural velocity....400 steady high Pr links a month is going to get penalized

What kind of budget does this client has? If the client is a big spender, why didn't it employed renowned SEO firms? Client isn't very professional, it seems. 400 PR4+ every month would invite manual screwing by big G sooner than later, IMO.
