I was discussing something similar the other day. My question was: suppose there was a website, that was there for the sole purpose of finding people that have sites that deserve some sort of help. Maybe they have a sick cat, or maybe they need help with student loans whatever. Suppose this website featured someones site each week. Example: "Hey this is Joe and his site, he takes in stray dogs, he needs help paying for school, Joe has PPC ads on his site. Go see him". I believe that this site would build up quite a following of people who get some sort of self satisfaction by helping people like Joe out without really having to do anything other than click a mouse once or twice. Now here is the question, do you think that featuring Joe on this site and causing thousands of people to visit his site would get his site's publisher account canceled? Seems to me that if someone were to buy some really cheap .01 traffic on some PPC networks billing themselves as some sort of Click Angel type site, it would definitely pique the curiosity of quite a few people. It is the giving season as you know. Maybe I think too much.
It is also assumed that "Joe" has no clue that a website that is there to showcase decent people who need help has noticed him. He would just see a dramatic spike in traffic, and most likely revenue.
