Well, he also has videos with 44million views and 77million views. So I don't know why you are worried about the video with 21 million views. It seems that his content occasionally goes viral and gets lots of recommended views from other videos in the related niches. Health, ASMR, Hot Girls, Professional video quality.

He is not an authority. It's ASMR/Hot Girl niche 90%. I don't think people are linking back to him in his "industry." The health niche is a cover for soft-core porn.

Check the most popular videos of his. We (as males) have 2 reasons to click on this:
Reason 1 : Ass
Reason 2 : Woman
This guy is not an idiot. Just look around and see how other videos in this niche are doing, people are just more attracted to this kind of stuff when there are woman involved.
Clickbaiting and Thumbnail Optimisation is probably one of the most important thing for huge views. If you're thumbnail sucks, there is no reason for someone to click on your video.
So, to answer your question: The reason for this guy hitting such big numbers with these kinds of videos is just a good Thumbnail.

Hate to jump on the cynicism wagon, but, it is a track tested theory. Videos with live action people thumbnails do better than drawn images or non human objects, out of those: attractive females do better, out of those: the ones that show a little skin do better. Just the way it is.
As for when some generic obnoxious kid video randomly gets 100,000,000+ views out of nowhere.... that is a strange phenomenon...LOL...honestly, i would write it off as BH style IM people having a hand in it, but, if y'all don't know, then, it truly is a mystery.
One theory is: its a fairly known practice for some tubers to use bots and sock accounts so they never have any period where a video has no views/subs/comments.
I guess sometimes they may accidentally buy too many views and you get those occasional vids that inexplicably have viral level numbers when almost no one at all has seen them.
