Citations/reviews on leading sites- how to get them

What's the best way to get reviews / citations on sites like Yelp, InsiderPages, Citysearch, Superpages, Google Places, Yahoo local, etc.

Don't I need the reviewer to have (1) existing accounts with multiple reviews and (2) accounts that are based in my area?

Any recommendations? I was trying to do it on my own using hidemyass but my Yelp reviews got filtered. thought maybe it's easier to outsource this but not sure how to go about it to make the reviews stick.
