Cheapest photos for wordpress theme HELP

I am designing a WP theme which i intend to sell on themeforest. My problem is the use of royalty-free photos. Shutterstock want 359euros for 2 images to use in this way, which is way out of my budget.

Any designers recommend any legal cheaper alternatives?

Most of them are still $75 per image or $700 in some cases

Talk to an amateur photographer you are friends with, and get custom photos.
