Cheap Credit Card Processing That Does Not Require A Website ?

I am looking for some 3rd party that can process credit card payments for me that do not require a website to sign up for. Something where I can send an invoice to the person like paypal does & does not limit accounts left right and center like them.

Had a look at stripe it seems not available for my country. Im located offshore if that makes it more explainable :)
 
LoL yeah call these guys who need to spam each and every post they find on a forum, I sure they will take good care about your money once you get started!!

Check them out on the official list of Visa pci / ais certified service providers, if they are not listed there, don't touch them. If they tell you this is not true and you believe that you jeopardize your business, money and long temr plans, that I guarantee you 100%.

Yeah it is the international link and here is the one for Europe http://www.visaeurope.com/media/images/pci_dss-73-17813.pdf the PDF is updated by Visa every 3 months usually sometimes faster..! ALL payment service providers and payment gateways that handle credit card transactions have to be listed there otherwise the merchant and the payment provider will face huge fines!
 
For regular payment company like us have strict precheck rule for high-risk merchants. Website address is a basic requirement.
So please be careful with that.
