REMINDER..... all cell phone numbers are being released to telemarketing companies aka fellow blackhatters and you will start to receive sales calls.

To prevent this, call the following number from your cell phone: 888-382-1222.
It is the National DO NOT CALL list It will only take a minute of your time.. It blocks your number for five (5) years. You must call from the cell phone number you want to have blocked. You cannot call from a different phone number.

The DoNotCall.gov site itself says you don't call a number to put your cellphone on the list. You fill out the form here: https://www.donotcall.gov/register/reg.aspx . Also, registrations haven't expired since 2008.

As a marketer, I support the "releasing" of cell phone numbers

Why are you charged when they call you ?

I think here on default phone numbers are public and you can choose if you want them not to be. I always ask if those cold callers have porn magazines and ask what kind of place sells magazines but not porn magazines
