I've changed both my account and profile but it seems like nothing has changed?

Have you tried checking your page again, use another page, and set up the campaign manually, and limit changing the budget too much?
 
Use a different page and a clean link that hasn't been flagged, simplify the content, and cloak it cleverly.

I was having the same problem but luckily an expert helped me fix it. 30% of ads were approved
 
Changed account and profile then it seems the problem lies in the content and images you use it is not suitable, you should change and update the image as well as add a hidden link to advertise your campaign easier
