Can't join Facebook Level Up program for Facebook Gaming !

Hello All !
I have a facebook gaming page & i wanted to join the level up program but my country is not available ... However many streamers from my Country have joined it i guess by using vpn for another admin account or they have admin friends from any eligible country for the program .
so i tried to create a new account by using vpn and i made it admin in the page after that i tried to apply ... all was OK and the country Location was eligible but the option " meet the community standards and partner monetization policies was unavailable in this account "
Is this because the facebook account is brand new ?!
Any help guys ! How could i bypass the country ineligible option ?!

Did you bypass it? How is your progress streaming on Facebook
Mind giving me some tips
