How long have the backlinks been in place?
I have some sites that can't reach top10 for year or more, ranked 11-16. I also have 1-2 months sites with same problem. Sandbox exists.

How can you determine if there is a Google sandbox (there isn't) when OP hasn't stated how old the sites are?
The reason OP can't rank higher, is that his links are weaker than the competition, that's all.

YES, it is true you can push through it or even avoid it with enough authority AND velocity. But not many people can and for sure he's not gonna do that with just GSA and some web2.0's unless he's chasing REALLY long tail stuff with very little competition (that is still very doable).
The age of his sites themselves doesn't mean a damn thing. The age of the links does (how long they've been linking to his sites). Page 2-3 is where it seems to kick in for most. Sites stall and you sit there REGARDLESS of what authority you throw at it. If you do have real authority links though, you should see movement to page 1 in 4-8+ weeks later (personally I believe the level of competition plays a big role in the timeframe).
The only way around it that I have seen myself (and heard from others) is using high velocity of links (spam) coupled with those authority links. And there in lies the problem. Too many people are too scared to throw that much spam at a site because they believe they're playing long ball not churn and burn. Not to mention of course, that most can't afford the high authority links in the first place.
Ask anybody who tests a lot and does churn and burn and they will tell you the same. Yes the new sandbox exists. It doesn't kick in until you're at page 2-3. And yeah you can overcome it, but most won't and don't because 1) they don't have the budget (or the roi doesn't make it worthwhile) or 2) they are too scared to send that much spam.
Personally I think the strategy to employ depends on your goals. If you are hoping to last longer term, then just accept the longer timeframe to rank and plan accordingly. If you want to churn and burn, make sure your ROI is worth it first of all, and don't be afraid to blast the living daylights out of your sites with spam in addition to those Higher end links.
That's my experience and $.02 anyways.

Or are you saying the sandbox is 12 months for some sites and 1-2 months for others?

What in the world? I did not receive one email saying this had been updated.

kwd1 : 12, 12, 13, 12, 12, 14, 11, 12, 12
kwd2 : 16, 16, 15, 16, 16, 15, 15, 16, 15
...
kwd20: 11, 11, 12, 11, 13, 12, 12, 11, 11
Same for 6-8 months, whatever I do this site is like ignored by algo. I can give it some good links, then bad links, change content, whatever - nothing is changing.
