If it’s still blocked, try creating a simple test ad. If it fails too, you’ll need Meta support to review.
You need a Facebook Business Manager (Meta Business Suite), a verified ad account, and a valid payment method.
Go to Meta Ads Manager → Create Campaign → Choose Objective → Set Audience, Budget & Ad → Publish.
Tip: Start small, test different audiences, and monitor results.

Have you considered that this might be a blessing in disguise? Facebook's onboarding for new ad accounts is notoriously brutal right now. Instead of banging your head against their wall, maybe start on a platform with a lower barrier to entry, like Reddit Ads or even Pinterest. You can learn the fundamentals of targeting and creative there, build some social proof, and then come back to Facebook with a stronger, more likely-to-get-approved presence. Sometimes the best way to solve a problem is to avoid it entirely.

If your account and payment are already verified, it’s usually just about starting small and testing. Create a simple campaign first to see if it goes through, then scale from there. Sometimes Meta blocks right away if things look too “new,” so warming up slowly helps.
