Can’t create a Facebook campaign, need help

I have a Facebook account, but I can’t create a campaign. Can someone guide me on what I’m missing or what steps to follow? Any tips for beginners would be appreciated!

You can learn the fundamentals of targeting and creative there, build some social proof, and then come back to Facebook with a stronger, more likely-to-get-approved presence. You are correct. But my turgeted audience is only in Facebook.
