Can't convert from freelancer to agency

I've tried many times to market myself through ads as an agency and cut out the upwork middleman and go directly to people like lawyers, realtors, fitness coaches who need any automation. My goal is to use my skill to setup stuff for people which will keep working for a long time which I can then charge a monthly running fee for, but currently the best I get is payment for the development itself.
