I know a local agency that charged a client (company) $6.5k for a 4 page static html site and this is in a 3rd world country so yeah it is doable if you are selling to a company not a person. Don't forget that although it is 2013 but there are millions of persons who wow for simple web designs so it is all about your pitch.

It will cost as much as someone is willing to pay for it. As LakeForest said, until it is sold it's just a zip with a bulky price tag.
Furthermore, you can have the most expensive theme, the best looking site, but if you don't get traffic - you're nothing.
This is where marketing gets in, both in selling that theme and in putting it in good use.
