cant add payment and banned

Are u using cashback or point rewards ccs? if you are using something like amex, paypal, etc. you shouldnt. Just pay first bills with regular ccs, and after some due bills, start adding this type of reward cards. Hope it helps
 
Maybe it's your card problem, you can add another card and start again with a new account
 
You can change a new card to add a card to your advertising account. If it's not okay, change your new Facebook profile and proxy to use the new profile to add a new card.

Your account is on hold. You leave money in the card, set camp a budget of $1 then press "try again"

FB detects that your account is abnormal, and they disable your account

1- have you checked to see if the payment card has money?
2- If you use a business account, it will be more stable

change facebook profile and use it with a completely different proxy. recommended to use old purchased accounts that have been spent before
 
This error is very common recently, you should use another more reputable payment card.
 
Currently, there are quite a few cards that have been blacklisted by Facebook. When adding these cards to your account, it is easy for Facebook to scan and restrict them. You can try a new card with another account.
 
for first bills, pay with regular ccs. After 1 invoice number, start adding card types. Try different cards to see what the problem is. If it doesn't work, change to a new fb profile and try again
