alot depends on the cause. But assuming it is a block (your block should report this). Wait. You have been blocked / flagged. If you rush it, you make it worse.Be patient. Wait a couple of days, more if you can. Then GO SLOW. Don't go diving back in to what you were doing. Start VERY SLOW and build up (slowly).
If you are desparate and don't want to wait. Then you can try and change IP / change device. I have heard of this working sometimes (not everytime but sometimes).
