Can you use PPC for free websites such as weebly or wix or do you have to have to have paid hosting such as a .com .net. .info etc...to be able to create and get approved for an ad? Thanks in advance...

You can use free websites as well without any problems.

There's nothing in the TOS of Bing Ads or Google Adwords that mentions this. So long as you have a landing page with content that provides your visitors with value, you're good to go.

you can have landing pages on Weebly or Blogger with no issues as long as you comply with the TOS.
