Google consider three important factors while ranking any web-page in a search result.
Relevancy -How relevant is web-page / website to the keywords query of the visitor?
Authority - What is the authority of the web-page / website over the web?
User Experience – How easily visitors can access the web-page / website?
So without earning good authority it’s bit difficult rank higher a website in search result but not impossible. Still you can rank in Google for long-tail keywords. Specially these days people start using long-tail keywords while searching in Google.
So if your website is relevant and providing good user experience then you can easily rank higher in search result. Suppose if you are providing valuable content that visitors want to read then automatically you will earn lots of link because everyone loves to out-link the good & valuable content.
3 important factors -
Authority = quality and relevant backlinks + links from Google seed sites (.gov, .edu, .org, news websites)
Relevancy = valuable & relevant content + optimized meta tags + optimized Images with alt text + proper internal-linking + proper technical seo(canonicalization, robots.txt, xml sitemap+ 301 redirection)
User Experience = optimized load time (Mobile Speed) + responsive website + easy to navigate + custom 404 page
Don't listen to that joker who said ranking with on-page SEO is impossible and "dangerous" (Seriously? Dangerous?). Several members, including myself, have done it, although doing only on-page SEO does come with its own set of problems. For example, if one of your competitors notices that you're not building backlinks, they may try to take advantage of this and outrank you (rather easily) with backlinks. Then there's the issue with the lack of low competition keywords in certain niches. As an example of that, one of my clients has a local business in a niche where there are very few low competition keywords, especially since I had to use city name keywords.
I can go on and on about the pros and cons of ranking a site without any off-page SEO, but it's just something that you're going to have to look into and determine whether or not it's worth the time and effort.
