can you have a "succefull" instagram account for targeting only arabs

i feel that the English content of Instagram is a little competitive. is can someone make money with an Arabic Instagram account (i mean doing shout outs and affiliate marketing (if that really exist)), i am looking for a general answer with some examples of Arab influences.

There are an estimated 450 million Arabic people in the world. I dont know a % that uses Instagram but im assuming there would be enough to create large accounts and monetize them down the line
