Can you do this? (Google ads/seo/backlinks etc.)

Hey, I'm looking for a person that is knowledgeable in google ads/seo/backlinks etc.. what would make you rank high up on keywords.

The niche I work in is pretty empty, no one runs ads (google doesn't allow it for this niche, but its not adult nor casino related)

I get that backlinks and content structure are key, but I’m curious if anyone here has tested ranking in niches where ads are restricted.
I feel like the approach has to be slightly different compared to a normal SEO playbook.
