You can with paypal anywhere you can embed html.
As for credit cards, you need a merchant account for that, and most providers will want to see your website, and each account is usually only allowed to receive payments from that website (your domain).

PayPal provide button code as well as an 'email' link.
You can use the email link (as long as you can enter html) to direct-link to a payment page, and avoid having to use the button code (if 'HTML form'-use is restricted on the site.)
Either way, you need to be able to edit HTML.
PayPal payments are a LOT easier to use than getting a merchant/card account.
