Can trust be designed?

I've found that I form my opinion of a certain company not from the text, but from the design and the way this information is expressed. What do you think comes first, the design or the content?

They come together. A site needs both to convince visitors

Trust can definitely be designed.

Add in design and font choices, and you can work to create that feeling of trust with a new brand.

Design entices you while Content keeps you.
With a well designed systems, trust can still be fragile and easily broken. A single breach of trust, such as data breach or deceptive advertising, can significantly damage a user's perception of a company.
While design can play a role in shaping trust, it cannot be fully designed.

Design + Content both play equal role in establishing trust.
