When you try to look at the source code thats what it gives you?
 
nope, i get it while access the url, it seem the site blocked some ip...
 
If you try to load that URL without visiting the site first you will get an access denied.

I would say this is a custom script probably made with ColdFusion.
 
anyways... by the extension .cfm it looks like they are using coldfusion markup language... not php so most probably they have a custom made script...
 
Take a look at that site. It's like the guy mashed together facebook and craigslist and the hwole thing is slathered in google ads.

Nice bit of coding if you ask me
