Can someone PLEASE explain Stealth PayPal Accounts?

paypal is not a banking institution and therefore can not invest your money or make interest off your money, legally. because they arent a banking institution if you are caught lying to them i dont believe its a criminal offense.
selling accounts is again the rules

I have wondered one thing though. Some people say that you can withdraw that money to payoneer. Is that even true or is it a hoax, because if you can do that, then it should be possible to withdraw that money to a fake payoneer account and use the payoneer card to your advantage? I am not saying I am going to do it, but I am just curious. Anyone did this successfully ?

I'm going to explain it very quick and simple... don't create a stealth PP account, its not worth the time nor money.
I personally know how to create stealth accounts and sell stealth accounts but for the most part you are ripping honest people off.
Unless you use a proxy and various other forms to hide the identity of the PP account and keep doing so the life of the account then the PP account will be found by ip and limited and then you have purchased a PP that you can't even use.
My suggestion is if you like PP then keep your i's dotted and t's crossed and keep your PP account no problem... if you want to do anything shady in any way then you might as well find a new payment processor.

Nonsense. Most people here got into using stealth PPs because PP often limits, denies appeals, or closes accounts despite their having REAL, 'i's dotted and t's crossed' info on them. The use of faux accounts permits people to continue using the leading processor even after an unfair or inexplicable limitation happens.
That said, it is true many such accounts are made in a shaky way that have a low chance of being restored following getting limited. A good stealth account should have a SSN on it (real or virtual) at the time it is created, a real address you can access mail from on it (in case they ask you to verify the address by sending a letter with a pin number) and a AVS VCC for a card attached to it (again to help with verification of the address).
If you have reasonably correct-looking documents for ID purposes, these can be supplied as needed to help restore it as well. Nothing is guaranteed, but a well prepared stealth PP should improve the durability of the account (and your use of it for commerce).

Is there no way to keep Stealth PP?
I have been scamed by Buyers many times and so always like to recieve payment on Stealth Accs, but whatever is the case may be Paypal always Facilates Their opinion in Buyers side , i have tried to provide all info i have that I did actual works but still they refunded ...
Anyway Option How to Overcome that?

There is no way around it using Paypal, because the processor transactions, like credit card purchases, are buyer/consumer friendly (that is, reversible). The only way to protect the buyers en masse is through giving them the ability to reverse their purchase. Rejection is a business risk you must incorporate into your profit plan if you are going to use Paypal or CC type means of handling transactions, and you can minimize it by providing good value, or good relations with buyers. But some reversals are going to happen, unless you use an NON-reversible processor gateway like Bitcoin.

Yes, but that kind of defeats the purpose of "stealth" if you set up a PP account while trying to not have it traceable to your personal info (your regular bank account will have your data). Getting a private box and using it to apply for a reloadable debit card with stealth/pseudo info (difficult, but not impossible) can get around the problem, as the bank account associated with the debit card can then be used for the stealth PP.

I need a verified documented stealth PP account. But I would add my real bank account to it (or just use it to pay online), as well, I don't think a buyer can see your bank info even if he is in dispute on paypal with you ? I don't do anything illigal, so not worried about the "law"... I just can't have people knowing my real name in the scene so need to hide it from buyers... (so can't have a real pp account)
