A Business Manager (BM) account is also an option; it doesn't have payment issues. Additionally, personal accounts with no spending history are also quite good.
I think you're having problems with personal accounts that have a spending history, right?

Personal accounts are much more restricted now, that’s normal.
In most cases, moving to proper business setups (BM, verified entities, clean payment methods) is more stable than trying to push personal accounts.
Limits usually come from trust and payment history, so fixing the foundation works better than constantly switching accounts.
 
Almost all individual Facebook advertisers encounter this issue whether running WH or BH niche. Your problem is still quite simple because many people even get their accounts banned. If you are running WH niche, you can contact the Meta team for support. Verify the account and switch to a BM account.
If you are running BH niche, you should look for strong accounts that have had their spending limits broken from Agencies.

You’re right. Personal ad accounts are getting restricted heavily. From my experience, verified Business Managers or agency/credit accounts are much more stable. Personal accounts don’t scale well anymore.
 
It's really hard to run ads on personal accounts now. A good solution is to use Business Manager, set up a verified business + stable payment method, scale spend slowly, and reduce reliance on personal profiles.
 
Try using agency ad accounts. They also provide associated virtual credit cards, which can reduce many account risks.
 
Recently, I haven't been using my personal account and have been primarily using my BM account. Previously, a very small number of BM accounts also experienced this issue, and I replaced them with new accounts. Is the percentage of accounts with this problem high?
