Hello BHW
Can someone tell me what need to create a Website , how much does it cost for everything and steps from 0 to end .
I am interested on normal website and E-Commerce website.

Some of the free WordPress theme are available.
Even some paid theme are available without cost with some limitations.
You can try some of them. If you have budget you can try some paid themes.

If you have money to invest then it is pretty simple.

You will need three investments

Domain Name - buy from any reputable registere, will cost around 12$

Hosting - Buy from a good and reliable hosting provider, will cost around 35$ for year.

Build your website - hire web designers. Will cost around 68$

Or

Hire a agency or person for everything, will cost around 100$

If you are looking to create a website but don't know how to start anything you should maybe start with Shopify. They offer domains, hosting and website customization. A little bit of CSS can bring you far.
 
Forst of all learn WordPress and create websites in your local host and practise until you are good at it

@Festinger has some free premium themes and plugins to get you started I guess you won't go wrong with that.

Note: free stuff is not the best unless they are premium stuff offered for free.

You can install from your host, which is best to be a cpanel shared hosted server for your best & easiest experiance.

A2, hostgator, tier.net, namecheap, are all just some of the popular hosts.
There are also a few people in the market place here that are hosts too.

Just be sure to avoid anything godaddy related, and look for a bill of about $7-$12 for your hosting each month, anything cheaper unless you know from reviews is good, then best to avoid.
Hosting is quite an expensive business for the company, so don't expect anything for pennies.

I am no expert myself, but it seems that most people are opting for WordPress these days. It seems like they have a lot of drag and drop features that make everything all that much easier. This is a good place for info, but you can probably also find tons of tutorial videos telling you everything you need to know.
