Can someone help me understand the difference between these links

I have picked up this from an affiliate running over search ads, want to know if these are two different urls ( Aff id is same though)

and any other information that I can get
 
The difference seems to be the deep link. Both those links will probably lead to different pages on the same website.

Some affiliate offers allow you to link to a specific page of the website you are promoting by using deep linking.

May be they use some kind of encrypted link. Not sure about it though.
 
aware of any tracker that can create such links?

I think that link is generated from that network itself. In this case vcommission. Once you login to vcommission you can generate a link like that easily.

There will be a place to select the offer you want to promote and enter the deeplink url and click on generate.

That will generate the link.
