There's no tool that can find out when the blog owner approved the comment. Approval is done in the back end so you wouldn't have access to that kind of information. Your best bet is to go with BassTrackerBoats' advice which searches for pages indexed in the last 30 days so all comments will of course be less than 30 days old -- it may limit your # of results but that's what you have to do.
Alternatively, you can just search for blogs that have had a comment posted within the last 30 days (as I said, you wouldn't know anything about when it was submitted vs when it was approved; but since it will be a high PR blog, it most likely requires comment approval so if a comment has been posted within the past 30 days, its most likely that the owner approved it within the past 30 days). You will need to modify your footprints to accomplish this and include variations of "posted on [insert date]"; go through several blogs to determine the variations you will need. However, the drawback here is that not all blogs have time stamps for their comment posts.
I can't think of any other way of doing this -- someone wanna enlighten me?
