Can I work on eBay without Paypal (activate eBay by bank card)

I think eBay are launching their own payment provider this year? So if you wait ... yes.

if you're eligible with eBay's managed payment system,then you can use eBay without linking a paypal account.
Also, most of those invites are sent to Business Accounts. Please check your ebay's email for that.
