Can i use the same article to target few local keyword?

I want to target some local keyword, something like this "[keyword] [target city]". From my research i can rank this even without backlink. Can i use the same article for all the keyword i targetting? the difference from each article is just the target city. Is google going to give me penalty for using same article with just difference in city? or should i use different article for each city i target?

maybe you can give me some suggestion how to do this?

Make it unique wherever you can. Structure them differently if possible as well. I'm not saying you will get a penalty for using the same articles (you may or you may not) im just saying what i would do.

how do you know your article is unique? i use plagiarism checker from smallseotoolshttps://smallseotools.com/plagiarism-checker/to check my article is unique or not, and articles i made always unique from that tool even when i'm already use it in my site.

As my/our experience, it won't make you any problems, formerly we used this method and this tagging method also will help your main keyword to go up.
You have to create one post about your main keyword then use tags for your goal.
Creating other related posts and using your main tags, can help you in this way and it'll make your tags fresh and updated.

For local you can use the same article across all your pages changing only the city name.

For some reason duplicate content isn’t a problem in local niches.

thank you for the answer, i will try it just like this. and my plan is to make it for 5-10 same articles and then changed the structure and some word to be used for another 5-10 articles.

Don't make same articles with changing some words and adding city name in the title! It can increase the risk of duplication penalty.
Instead of that use tags in the main post ( add cities names after your post name in tags ) then generate different and related posts and use former tags in a new post again.
