can I use the expired domain name?

I purchased an expired domain name, it has some good RD, but after the purchase was successful, I found that the domain name has been replaced three times; the original content is English; the second is Japanese content; the third is German content; But their niche is the same; can I use the expired domain name?

You Can Use if you want but Japanese German content in the same domain is like a spammy. kindly check (site:yourdomain.com) the domain is indexed on Google or not if not that 99% chance it's banned by google.

Good Decision but in the future for buying a domain at first check domain quality then buy.

Try listing your domain with google (coming soon page). If you could get it indexed then I think it would be better rather than starting from scratch

Yes you can but check your domain history.
